The client or company should maintain an Offshore Client Representative competence assessment record of their Offshore Client Representatives.

The competence assessment procedure should be carried out by an experienced third-party company or Individual this will allow full assessment without bias.
Follow a structured assessment process with the assessor assessing to an appropriate level of competency for each subject.
The experienced third-party company or Individual must have a full understanding of the project to be undertaken and be able to recognise any gaps the offshore client representative might be lacking as to the required level of offshore management experience and the knowledge of the specific work scope to be undertaken.
The results of the competence assessment should/will be recorded and kept for future reference and or future competency assessments be it per scope of work as the Project might require or at a 12 monthly interval and which will provide an audit trail of each individual should one be required.
